The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Participate in collaborative activities with partners and other government agencies; as requested, represent the organization in interagency working groups, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks with these organizations. Develop and coordinate engagement strategies, aligning to DNI, NCTC, and Directorate goals and strategic intent, and manage the relationships between partners, the ODNI, and IC elements. Coordinate operational and administrative matters, review and investigate issues, and recommend solutions and options; maintain situational awareness of issues affecting organizational equities and the status of multiple projects. Oversee planning and managing the workflow of issues by continuously adapting priorities based on accurate assessments of criticality, sensitivity and confidentiality. Manage large, complex, high-level official functions in support of NCTC leadership. Evaluate the IC's efforts to build and sustain a continuity capability against existing requirements. Meet the mission and enterprise objectives of the National Intelligence Strategy or other national level guidance documents.

Qualifications

Extensive experience in and thorough knowledge of the ODNI and IC (e.g. intelligence policy, IC missions, and interagency coordination) to build and sustain effective working relationships and promote the sharing of information with partner organizations. Demonstrated ability to provide leadership and guidance in the effective coordination of support for high-level official functions; ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive plans. Extensive critical thinking skills and ability to coordinate and solve complex support-related problems, identify needs and requirements, and develop non-linear support improvement recommendations for implementation across the ODNI. Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Demonstrated sound judgment, maturity, and professionalism to appropriately respond to stressful and/or high-pressure situations with tact and diplomacy. Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC, and mission partners. Demonstrated ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors and other stakeholders. Demonstrated interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues. At least one year of experience at a national intelligence agency.
