Duties
Primary Purpose Continued: programming as it applies to Wings, Field Operating Agencies (FOAs) and Direct Reporting Units (DRUs).
Duties:
Serves as an expert planner, coordinator, and advisor for ANG policy regarding Continuity of Operations (COOP) planning to ensure the organization can accomplish mission essential functions regardless of the hazard or threat.
Develops and coordinates continuity plans and interprets and implements federal policy directives.
When tasked, will undertake special studies, direct projects, and carry out assigned missions of the very highest priority, many of which are of direct concern to the Air National Guard Readiness Center, ANG, NGB, and Air Force.
Performs a full complement of program functions and duties associated with all phases of the PPBES process for NGB COOP Military Decision Packages (MDEP) and its subordinate organizational budgetary components.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O.
- This is designated as a key position IAW AFI36-129. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from military recall status if alternatives for filling the position during an emergency are not available.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Emergency Management Series 0089.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness, and the national incident management system (NIMS).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness, and the National Incident Management System (NIMS).
Comprehensive knowledge of DoD, Directives and Instructions, and Joint Service and Air Force policy, doctrine, regulations, and procedures with extensive knowledge of command and control, crisis action processes and procedures, continuity, readiness, emergency preparedness and incident management, and pandemic/disease containment
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and skills in developing cost projections, financial exhibits, unfunded requirements justifications and issues papers. Knowledge of Joint and ANG Planning and the Aerospace Expeditionary Force constructs, to include organization, command, control, operations, combat support operations, planning and execution.
Comprehensive knowledge of Federal, military, state, and local government organizational structures and relationships, especially as related to Continuity of Operations (COOP) and emergency preparedness, to develop new methods, approaches, or procedures to effectively plan for and coordinate ANGRC readiness and response operations in the 54 States and U.S. Territories. Knowledge of the organization, function, and command and control relationship between the DoD components.
Knowledge of safety and security regulations, practices, and procedures. Ability to plan, develop, execute, and evaluate a military exercise program. Skill in interpreting legislation, policies and other guidance, to provide guidance and advice, identify deficiencies while monitoring programs or operations, effectively coordinate activities, and provide recommendations for improvements and enhances to the Continuity of Operations.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the process in briefings, papers, or reports suitable for ANG senior civilians and general officer decision making. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to communicate effectively with officials or staff at various levels within the command, field activities, higher headquarters and other agencies, and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
