Duties

This is an excepted service position that requires membership in a compatible military assignment in the DC Air National Guard. MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. Compatible military grade and assignment required prior to the effective date of placement The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Minimum Military Rank: E3- A1C Maximum Military Rank: E7- MSgt Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment. This position is located in the Civil Engineer (CE) Squadron, Mission Support Group of the Air National Guard (ANG) Wing. This is an Air National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to develop, review, coordinate and execute the wing's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the wing level. Duties: Developing, managing, and executing the EM programs, ensuring all military, civilian and contract personnel are trained and equipped to support home station and worldwide contingency operations Preparedness and response, training and exercises, activation and mobilization of resources, ongoing emergency and command operations, response and recovery operations, continuity planning and operations. Execution of mission-essential functions, communications, logistics, hazard risk assessment, hazard effects, hazard classification, and collaborating with stakeholders and partners Occupant emergency planning, crisis management, continuity of operations and government, mission assurance, and resiliency activities. Develops, updates, and coordinates the Wing Emergency Management Plan (IEMP) 10-2. Establishes wing emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Consequence Management (CM), National Incident Management System (NIMS), the Air Force Incident Management System (AFIMS), and DOD guidance. Ensures EM planning and response actions are included in the wing Anti-Terrorism Force Protection (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and Chemical Biological Radiological Nuclear (CBRN) Control Center checklists. Ensures wing Risk/Hazard/EM vulnerability assessments are performed annually. Provides written findings and recommendations on corrective actions to Readiness and Emergency Management to the squadron, group or Wing leadership. Conducts initial and recurring training programs for EM functional areas. Develops, implements, and conducts wing EM and CBRN related training for first and emergency responders, specialized teams, and wing personnel. Conducts specialized EM training for senior wing leadership (i.e., EOC responsibilities). Performs other duties as assigned

ADDITIONAL QUALFICATION REQUIREMENTS Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test. Normal color vision as defined in Air Force Medical Examinations and Standards. No record of claustrophobia or claustrophobic tendencies. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. Military Specialty requires routine access to Secret material or similar environment. Education

High School Diploma is required with successful completion of courses in algebra, biology, physics, chemistry, typing/keyboarding, computer operations, English grammar and composition, speech, and general science. College academic courses in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operations are highly preferred. Advanced education must have been obtained in an accredited business, civilian or military technical school, junior college, college or university. Must have successfully completed technical military training school basic EM Apprentice course and the CBRN Responders Course. Completion of the military technical training school (Seven Skill Level) Craftsman EM course is preferred.
