The incumbent serves in the Alternative Dispute Resolution (ADR) program which reports to the Director of ADR within the Office of the Chief Human Capital Officer (OCHCO) and will be the subject matter expert in conflict resolution, utilizing mediation, group facilitation, conflict coaching, and other ADR techniques.
Duties
Work in the ADR Program with a strong customer orientation from the moment of first introduction to the employee or manager initiating a request for assistance in preventing and/or resolving conflict.
Facilitate fully compliant and effective alternatives to more costly, time consuming and adversarial avenues to seek resolution to workplace disputes.
Plan and assign work, set priorities, advise employees on program goals and objectives, and make decisions on the work problems presented by subordinate employees.
Set performance standards, assess work of employees, identify developmental and training needs of employees and provides and/or arrange needed development and training.
Apply a broad knowledge of VA's programs to help resolve workplace disputes between VA employees that are often complex and difficult. Serve as a third-party neutral providing confidential and impartial assistance to facilitate sustainable early resolution to complex workplace conflicts.
Monitor program performance; perform statistical, trend, and problem analysis; and develop and implement new methods to support program activities.
Establish goals, strategies, and tactics related to the ADR program communication activities and ensure that evaluation and analysis are conducted.

Specialized Experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Experience with mediation, group facilitation, conflict coaching, and other ADR processes/programs. (2) Experience leading and mentoring other ADR practitioners. AND (3) Experience in writing policy guidance and knowledge of the laws that govern the ADR and the EEO processes.
Education
There is no educational substitution for the GS-14 level.
