The primary purpose of the position is to provide administrative, programmatic and management support to the Health Care for Homeless Veterans Program which is under Social Work Service. This position is assigned to the Health Care for Homeless Veterans (HCHV) Program.
Duties
Major duties include but are not limited to:
Responsible for administrative, program and technical assistance in the areas of day-to-day operations and program planning/evaluation for all HCHV programs.
Work assignments involve a wide variety of problems or situations common to community-based outreach services, permanent supportive housing services, community residential services and homeless veterans, and coordination with agencies such as GPD community providers.
Incumbent must exercise independent Judgment, demonstrate highly effective interpersonal skills with individuals and groups from the patient level, through professional to upper levels of management in local and community wide settings.
Works closely with several internal medical center services such as Social Work Service, Fiscal Service. Personnel, Contracting, Engineering. Logistics, Dental, Primary Care.
Ability to understand and interpret contracts and accounts payable and as such make all payments that accrue to the HCHV program as a result of contracting for service arrangements.
Work Schedule: Full Time, Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Typing: Applicants for this position must possess a typing speed of at least 40 words per minute. Words per minute are based on a 5 minute sample with three or fewer errors. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
In addition to the typing requirement, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must be familiar with the mission, organization and programs of the Department of Veterans Affairs, the Medical Center. Social Work Service and the Health Care for Homeless Veterans (HCHV) Program, and related community agencies; Must be able to communicate effectively, both orally and in writing, with all employees; Must have knowledge of medical/psychiatric terminology, grammar, spelling, punctuation, and required formats to prepare correspondence and reports; Knowledge of the medical records, evaluation forms, filing, and distribution systems. Must have typing skills of at least 40 Wpm; Skill and knowledge in computer operations including all office programs used by SWS; Must be able to compile and summarize information and data, identify inaccuracies or anomalies in the information and make written recommendations to resolve discrepancies based on interpretation of applicable regulations and procedures; Must be able to gather, interpret and analyze information to arrive at a logical conclusion; Must be able to plan, organize and implement assigned tasks under strict deadlines and multiple changing priorities; Must have the ability to interpret and apply written instructions, guidelines, policy memorandums, etc. This includes the ability to gather, organize and compile factual material; Must have working concept of fiscal procedures including budget policies, travel, and fund control point transactions; Must have a working concept of engineering procedures including fire and safety, protection and standards, work order requests, keys and locks, office machine repairs, and office alarm systems; Must have the ability to interact and relate to people of varied educational and professional backgrounds, of many cultural and racial groups, of many socio-economic levels, etc. within the course of a normal workday.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary in nature and requires walking, standing, bending, and carrying of light items such as books, papers, medical records, etc. Occasional commuting between the Homeless program offices, the Medical Center and the local affiliated institution is required. No special physical qualifications are required.
