Position is located in the U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation (T), Office of the Chief Information Officer (OCIO), Enterprise Telecommunications Division (T/CT). The incumbent is responsible for administering the agency's mobile technology platform and device management environment. The incumbent also manages the agency's emergency notification system and assists with managing the enterprise mobility program.
Duties
As a Telecommunication Specialist (Mobile Services Coordinator), you will be responsible for duties to include, but are not limited to:
Administers mobile technology platform and device management
Assists in maintaining the agency's Mobile Policy governing usage rules and regulations for all Government Furnished Equipment (GFE) mobile telephony devices.
Performs analyses, diagnoses, and identifies system malfunctions and determines causes of problems. Provides superiors with suggested solutions to correct issues.
Manages help ticket orders from agency employees and contractors to assist with the proper operation of mobile phones, service, apps and compliancy functions. Answers questions from employees, solves issues, initiates advice on correct usage of the mobile phone and how it relates to agency laptops.
Contributes to project plans for the roll-out of new mobile news gathering services and oversees the product life cycle management of existing mobile devices.
Performs Agency Contract Representative (COR) duties
Acts as agency contract officer representative (COR) for mobile devices and service. On a bi-annual basis, maintains a COR level I process using Federal Acquisition Regulations (FAR), processes, and procedures.
Perform all mobile vendor work-order functions, which include the execution of work orders for new mobile devices, account changes, cancellations, repairs, and troubleshooting.
Maintains monthly usage reports, tracks usage of Wi-Fi services, roaming charges, App Purchases, and any excessive after-hours usage, and this is for all current service providers.
Trains users
Performs training of mobile services and devices to agency employees. Prepares PowerPoint presentations through a Teams App, in-person presentations, or similar environments.

- You must be a U.S Citizen or U.S. National.
- This is a public trust position. If selected, this position requires the completion of the SF-85P.

Qualifications
For the GS-11 Grade Level: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-09 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is defined as experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. To be creditable, this experience must be gained in the private, public, or federal sectors and is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position also includes:
Troubleshooting mobile devices which includes, cellular phones, iPads, laptops, apps they support, and system updates, as examples;
Advising and troubleshooting mobile device issues, such as with Microsoft Word, Excel, PowerPoint, system updates, pop ups, and how they interact with the overall operations of the device;
Evaluating, analyzing, managing, and assisting in improving agency mobile communications systems and device operations; and
Preparing training sessions, using Microsoft Teams Meetings, Team Live Events, PowerPoint or similar programs, to provide presentations to agency employees and contractors.

Education
The GS-11 grade level also allows for qualifying with education as provided below:
Have a Ph.D. or equivalent doctoral degree, if related to the position, OR 1 full years of progressively higher-level graduate education leading to such a degree; OR a combination of education and experience is also acceptable. Coursework must be in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Transcripts are required at the time of application to qualify for education.
For the GS-12 Grade Level: Education is not required for this grade level. It cannot be used for qualification purposes.
