The incumbent of this position serves as a Personnel Security Assistant, and the work assigned is of a very confidential, complex and highly sensitive nature. This position performs the security related functions in support of a Network Personnel Suitability and Credentialing Program (hereinafter, "Personnel Security Program") within a Shared Services Unit, and assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment.

Duties

NOTE: This is not a remote or telework eligible position. Incumbent must be onsite. The Personnel Security Assistant is responsible for performing security-related functions in support of the Personnel Security Program. They work closely with other Personnel Security Assistants and Specialists to assure that all appointees have the appropriate level of security/suitability clearance. The incumbent is responsible for performing duties in the Personal Identification Verification (PIV) program. Major Duties: Assisting with the PIV program in performing functions associated with the daily operations to include performing registrar and/or issuer duties and training sponsors on their roles and responsibilities. Acquire and use knowledge of the basic principles, concepts, policies, practices, and methods of security administration in one or more of the security functional specialties Perform elementary developmental and procedural functional specialties. Perform elementary developmental and procedural assignments or operations. Requesting missing information from the originators, and granting clearances when derogatory information is absent. Reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists. Working with applicants who may be experiencing difficulties with completion of electronic forms related to background screening process. Supporting the programing of PIV cards after being manufactured. Other duties as assigned. Work Schedule: Full Time. Mon-Fri Position Description Title/PD#: Security Assistant/PD99952S Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. However, some walking and standing may occur in the course of a normal workday in connection with travel to, and attendance at, meetings and conferences away from the primary work site. Incumbent may be required to bend, lift, carry personnel security equipment such as laptops, scanners, etc. long distances at affiliate organizations. Must be able to lift 20-30 lbs. No special physical effort other than lifting/carrying of equipment is required to perform the work. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level- Specialized Experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extracting information from various sources that requires considering and applicability of information and the characteristics and quality of the source, issuing security ID cards. Performing clerical assistance tasks in support of established programs (e.g., personnel, physical, information or industrial security) when such work requires, in addition to general administrative and/or clerical skills, practical knowledge of specific security administration. OR Education: 4 years above high school.Applicants may substitute education for the experience required for the GS-05 level. OR Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-06 grade level-Specialized Experience: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Using forms administrative tasks associated with the authorization and issuance of the personal identification card, a standardized identification badge designed to increase security related with physical access to Federal facilities and networks and logical access to computer systems. Obtaining, inserting, and correcting missing and incorrect data in Personnel Security files and automated systems. Assuring that paperwork related to the suitability process is forwarded for inclusion in the appropriate system of records, i.e., official personnel folders. There is no educational substitution for the GS-06 level. GS-07 grade level-Specialized Experience: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Collecting appropriate background security information, tracking and reviewing data, completion of reports, maintaining databases and processing, must have the ability to enter, extract, and evaluate employee information via access to various computer databases, initiating, reviewing, and approving background cases related to the completion of suitability investigations, completion of reports, maintaining databases and processing, position risks sensitivity levels, pre-employment processes, log maintenance, electronic fingerprints, minor identification card troubleshooting, admin tasks associated with authorization of personal identification cards, special projects, performing audits, credentialing rules and regulations. There is no educational substitution for the GS-07 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
