The incumbent serves as a non-uniformed Physical Security Specialist ensuring a safe and secure environment across VHA within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, and domiciliaries throughout the United States.

Duties

All duties are but not limited too: Acquire and use knowledge of the basic principles, concepts, policies, practices, and methods of security administration in one or more of the security functional specialties. Initiates, reviews, and releases applicants' and appointees' background investigations in the Office of Personnel Management's Electronic Questionnaires for Investigations Process (e-QIP) system or in conjunction with the VA-Adjudications Center. Performs administrative tasks associated with the authorization and issuance of the PIV card, a standardized identification badge. Assisting the Personnel Security Specialist in collecting appropriate background information, tracking and reviewing data, completion of reports, maintaining databases and processing follow-up actions on various security related matters and assisting with suitability adjudications. Reviewing requests for personnel or facility security clearances to assure that all required information is provided. Requesting missing information from the originators, and granting clearances when derogatory information is absent. Reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists. Reviewing the impact of various kinds of derogatory information on the granting, denying, or revoking of security clearances. Work Schedule: Administrative tour. Flexible Position Description Title/PD#: Security Assistant~/512-9987-S Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. However, some walking and standing may occur in the course of a normal workday in connection with travel to, and attendance at, meetings and conferences away from the primary work site. Incumbent may be required to bend, lift, carry personnel security equipment such as laptops, scanners, etc. long distances at affiliate organizations. Must be able to lift 20-30 lbs. No special physical effort other than lifting/carrying of equipment is required to perform the work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-XX grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extracting information from various sources that requires considering and applicability of information and the characteristics and quality of the source, issuing security ID cards. Performing clerical assistance tasks in support of established programs (e.g., personnel, physical, information or industrial security) when such work requires, in addition to general administrative and/or clerical skills, practical knowledge of specific security administration. OR Education: 4 years above high school. Applicants may substitute education for the experience required for the GS-05 level. Applicants may substitute education for the experience required for the GS-XX level. OR Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below. For GS-5 level positions (except Clerk-Stenographer, which does not require specialized experience), only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
