The primary purpose of this position is to serve as a Senior Operations Design Project Officer in the office of the Administrative Assistant to the Secretary of the Air Force, Operations Directorate, Material Division. Duties

Provides a high level of advice and assistance to Air Force customers on furniture, construction, and design. Works independently with Air Force action officers, General Officers, and Civilian Equivalents to provide quality service to meet the requirements of these customers. Agency communications liaison for all design- and construction-related activities. As Directorate Security Manager, ensure that requests for access to the Pentagon are properly screened, verified, and that all necessary forms and documentation have been completed. Submit forms for processing and access, evaluate access request to ensure that applicant can perform duties as a contractor to SAF/AAO and determine type of investigation required. Manages Operation Directorate support for the Headquarters, Department of the Air Force, and other Air Force agencies in the Pentagon and within the National Capital Region (NCR).

  • BA or BS degree in Interior Design or Architecture, or 7 years related experience is desired.
  • This position requires the employee to have the ability to discern colors, contrast, and depth.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Experienced in developing, modifying, and manipulating drawings in AutoCad or similar CADD program is desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes masterly level of comprehensive, intensive and practical knowledge of a wide range of concepts, principles, and procedures, and technical experience in facility construction, interior design, furniture, alteration and renovation which will enable the employee to provide technical advice and administrative expertise for the management of interior design, construction/alteration projects; Knowledge of complex construction/alteration matters in GSA, OSD and Air Force policies, procedures, guidelines, and regulations, principles and practices applicable to the full range of duties concerned with construction/alteration within the Pentagon and leased space facilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: High degree of skill in construction project management with a masterly knowledge of standard construction and design practice in accordance with GSA, OSD and Air-Force regulations and policies including a thorough knowledge of applicable building codes relating to interior design. Expert knowledge of cost estimating procedures. Ability to interpret construction/design drawings, regulations and policies pertaining to construction and renovation. Skilled in space planning and interior design. Knowledge of furniture manufacturers' lines and styles. Skilled in specification of furnishings and finishes. Expert knowledge of Air Force organizational structure and how it operates. Knowledge of security clearance systems, industrial and personnel security concepts, principles, and practices to plan and implement security programs in these areas and knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs with ability to analyze and validate access requests and initiate security clearance updates. High degree of skill in basic computer word processing, database management, and Computer Aided Design and Drafting (CADD) programs and experienced with the Department of Information Systems for Security (DISS) computer application site. Ability to communicate effectively orally and in writing, to determine and set priorities based on organizational goals, and to work independently with minimal supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
