The Supervisory Environmental Care Specialist is under the direct supervision of the Assistant Hospital Housekeeping Officer of the Environmental Management Service at the Montgomery VA Medical Center. The duties involve staff supervision, training, and overall program administration.

Duties

Duties may include but are not limited to: Plans and carries out on the job training (OJT) and development of employees and Compensated Work Therapy Program (CWT) assigned to EMS. Evaluates work performance; recommends selections, promotions, awards, disciplinary actions, and separations; plans, schedules, and coordinates work operations; solve problems related to work supervised; determines materials and equipment needed. Creates detailed staffing schedules to distribute workload, approve leave schedules and Overtime. Conducts and/or supervises special tasks and projects as assigned and analyzes data to determine the most efficient operation for the service. Serves as Contracting Officer Technical Representative over EMS contracts. Oversees sanitation operations, development of cleaning procedures, frequency of cleaning schedules and cleaning supply usage instructions designed to maintain high quality visual and bacteriological cleanliness throughout the facility. Instructs subordinate supervisors to maintain the unique physical characteristics in a healthcare setting and apply diversified functions of specialized medical center departmental EMS programs. Deals with personnel actions affecting key employees and with other actions with possible serious consequences. Serves as subject matter expert for all Environmental programs, policies, directives, and MOU's. Initiates and closely monitors infection control procedures in the facility. Evaluates subordinate supervisors and serves as the review official for evaluations they prepare for non-supervisory employees. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of business principles such as basic accounting, financial management, human resource management, quality control, purchasing, contracting, inventory control, compliance, operations, and budget process; Verbal and written communication skills to direct a large group of workers; Applying fundamental principles, systems policies, methods and practices; Conducting fact findings and recommending solutions to difficult problems; and Utilizing evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first year (18 semester hours). You will be rated on the following Competencies for this position: Clerical Manages and Organizes Information Communications Acquisition Strategy Teamwork Learning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent walks throughout the medical center. The work is primarily sedentary, although some slight physical effort may be required. Occasional travel will be required. Work Environment: Work is typically performed in an adequately lighted and climate-controlled area. The work environment involves everyday risks or discomforts that require normal safety precautions. Work is performed throughout the Medical Center. May be exposed to inclement weather when handling waste. The incumbent may occasionally be exposed to uncomfortable conditions in such areas as research and facilities maintenance.
