Duties

The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. The Labor and Employee Relations Division (LER) provides guidance and representation to management in all labor relations matters with the National Treasury Employees Union (NTEU), as well as all employee relations matters. This means that LER handles all union contract interpretation issues, and all employee discipline and conduct issues. As a Human Resources Specialist (Employee/Labor Relations), you will: Provide technical interpretation and advice to managers on the collective bargaining agreement (CBA) between the Office and the Union. This work involves understanding the background issues relating to the Civil Service Reform Act of 1978 (including representation issues and unfair labor practices); Investigate employee and union grievances and complaints and makes recommendations to managers for resolution. The work also involves understanding how the background work in the grievance process comes into play if a grievance is appealed to arbitration; Investigate allegations of misconduct and assists management in determining what level of discipline is appropriate and makes appropriate recommendations. Assists and guides managers in delivering the discipline to employees; Advise managers about all performance-related matters, including compliance with union contract rules on appraisals; and Prepare drafts of misconduct-related discipline letters ranging from cautionary emails up to suspensions or removals. To qualify for this position of Human Resources Specialist (Employee/Labor Relations) you must meet the qualification requirements listed below by the closing of this announcement: For GS-13: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Handling multiple grievances independently, including attending grievance meetings on behalf of management, working with management on resolutions to grievances, and writing draft grievance responses; Handling discipline or conduct matters ranging from minor discipline to suspensions or removals. Ability to identify misconduct or performance issues; Preparing draft discipline letters and being present and assisting managers in investigatory interviews, discipline-related meetings, oral replies and/or arbitration or MSPB hearings.; and interpreting a union contract and advising managers on how to comply with the rules in the union contract or other negotiated agreements. Experience working with union representatives in an effective manner. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service(GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
