Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain a SECRET or TOP-SECRET security clearance within one year of appointment.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments.
  • Information Assurance Certification is a condition of employment. The incumbent must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M.
  • Failure to receive the proper certifications for this position, may result in removal from this position.
  • The employee is subject to random drug testing.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As an IT SPECIALIST (NETWORK/SYSADMIN), GS-2210-11, you will provide support for Automated Logistics Information Systems and Programs to all State/Territories activities/organizations and perform a wide range of specialized methods/techniques for planning; analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization. PHYSICAL DEMANDS: The work is mostly sedentary; however physical exertion is periodically required, e.g., lifting 40 lbs., bending, stooping, or kneeling during equipment installation and repair. WORK ENVIROMENT: Work is performed in a typical office environment. The work area is adequately lighted, heated, and ventilated. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as serving as an advisor to the Supervisory Logistics Information Technology (LIT) Specialist (SASMO) and Systems Administrator; managing projects and programs for systems integration; providing technical and functional guidance; serving as project leader/supervisor responsible for developing, assigning, and coordinating duties and projects for LIT systems administrators; planning, modifying, implementing, and troubleshooting diagnostics and resolution of technical problems to support customer needs; operating as the Quality Control Specialist; conducting quality inspections; performing Software conversion, hardware fielding and continuous support; researching and resolving hardware, software, and applications program problems; developing and implementing programs; configuring modem and network card(s); resolving issues and problems concerning the effectiveness and efficiency of automated logistical systems administrative and systemic work operations; serving as the point of contact for the Sustainment Automation Support Management Office (SASMO).

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.
