You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the Installation Emergency Management division of NAVAL AIR STATION WHIDBEY ISLAND.

Duties

You will advise on matters relating to an organization's emergency management program. You will conduct emergency management training to establish personnel are prepared and certified in incident command systems. You will coordinate all-hazard exercises to determine Emergency Operation Center (EOC) staff readiness.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using concepts, principles, and practices of emergency management to complete work assignments; 2) Developing and maintaining DON installation emergency management plans, coordinating disaster response or crisis management activities, providing disaster preparedness training, and preparing hazard assessments and emergency response plans for natural (e.g., hurricanes, floods, earthquakes), man-made threats, or technological (e.g., nuclear power plant emergencies, hazardous materials spills) disasters. Skill in ensuring plans support tenant commands and other key partners 3) Analyzing and evaluating methods and techniques used in emergency response to include presenting recommendations and conclusions for improvement; 4) Developing and maintaining DON installation Continuity of Operations Programs (COOP); and 5) Coordinating with agency response partners and the installation training team for exercise development, execution, and creating of after action plans. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Successful completion of an LL.M. degree that is related to the position being filled.
