About the Position: Support the professional digital mapping and survey activities for Arlington National Cemetery (ANC). Serves as a Geographic Information System (GIS) Analyst under the Office of the Chief Information Officer (OCIO), located in Arlington, VA.
Duties
Ensure that all geospatial data developed complies with the guidance set forth in the associated geospatial data QAPs.
Utilize ANC business systems and geographic source data to assess primary/foreign key linkages between data sources to ensure proper linkage and display in ANC/OAC internal and external applications.
Ensure all facility data is identified and coordinated with the installation real property office to ensure correct real property attributes are included in the geospatial data and real property database.
Develop and update downloadable versions of commonly requested map products.
Utilize GPS Hardware to accurately collect cemetery data within 10cm of their real world-physical location.
Support the IGI and S Manager as the technical lead between ANC and OAC for cemetery geospatial data collection, integration, evaluation and integration of data sets, and provide cartographic mapping support as directed.
Utilize the following data sources to resolve linkage differences: GIS Source information, Field Validation, Headstone Photo’s, Record of Interment (ROI), Grave Cards, and the Enterprise Interment Services System.

- Must possess and maintain a valid driver's license.
- Required to obtain and maintain 8140 (formerly 8570) compliance with Security+ or equivalent for access into the database environment.
- This position may require temporary duty (TDY) business travel up to 10% of the time.

Basic Requirement for CARTOGRAPHER (GIS ANALYST):
A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS 12: One year of specialized experience which includes utilizing computers for digital processing, analysis, visualization and digital cartographic techniques; preparing, plotting, mapping, and/or analyzing a variety of data through global positioning; and providing recommendations on utilizing cartographic/geographic products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
