This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction. The primary purpose of this position is to serve as an Associate Deputy Assistant Secretary. Performs management and program analysis duties and is responsible for in-depth research in support of homeland security. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Information Analysis Specialist, GS-0301-15, your typical work assignments may include: Plans and directs subordinate supervisors and staffs work assignments and schedules. Selects candidates for non-supervisory positions and recommends selections for supervisory positions taking into consideration skills, qualifications, and mission requirements. Reviews developmental and training needs of supervisors and non-supervisory employees. Approves within-grade increases, overtime, employee travel, and recommends non- supervisory personnel awards. Presents findings and recommendations at symposiums, national and international seminars. Provides advice and guidance on undefined issues and elements for programs of national scope and impact. Researches, analyzes, and provides technical expertise, and assistance for issues impacting agency-wide programs. Reviews past work histories, known future requirements, and determines future resource requirements of the organization. Evaluate studies, risks, and vulnerability analysis related to national security. Formulates and recommends plans to improve program policies, practices, methods, and organizational structure. Reviews resource projections, priorities, justifications, and short- and long-range plans. Advises and collaborates with high-ranking officials such as top congressional staff, state executives, and legislative leaders. Plans, organizes, and oversees the work of the Directorate with the Deputy Assistant Secretary. Coordinates requirements among organizational units in the formative stages of program initiation, project design, project implementation, and management of ongoing programs. Qualifications

Specialized Experience: To qualify for the GS-15, applicants must have at least one-year specialized experience equivalent to the GS-14 grade level in the Federal government, performing duties such as: Providing oversight of work efforts affecting administration management, development, publication of intelligence reports, and in-depth studies of threats to national security. Managing administrative, technical, and professional services in support of federal agency program missions, goals, and objectives. Evaluating program effectiveness for the improvement of complex programs, management processes, and systems encompassing difficult and diverse functions. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified for drug testing) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer; and employee will be subject to random testing while employed with the Department in a TDP.
