Duties
As a member of the Grants Management Division, the incumbent is part of a team of professionals responsible for the management of financial assistance (Grants, Cooperative Agreements, and Other Transaction Agreements) administered for NIST and other Department of Commerce Bureaus, Reviews and prepares financial assistance agreements for high profile complex programs to ensure compliance with DOC and NIST policies and procedures. Evaluates budget justifications and financial arrangements, including cost analysis, , adequacy of resources, and acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds. Monitors, assess, and ensure awardee complies with all terms and conditions of the award. Conducts post-award reviews and analyses to identify management, financial, and administrative issues and ensuring compliance with all regulatory and legal requirements. Maintain relationships with both internal and external customers, partners, and stakeholders that affect the scope of programs or projects. Reviews proposed DOC and NIST policies and determines the impact on financial assistance award management operation and recommend responses.

Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-11 (ZA-II for NIST). Specialized experience is defined as experience performing and coordinating financial assistance awards (grants, cooperative agreements, other transaction agreements), contracts, or other related instruments or similarly functioning team (i.e. Serve as a COR, Program Manager, Management Analyst); reviewing and evaluating adequacy of policies and procedures for financial assistance, contract or similar functioning team ; and preparing documents and written materials.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
