You will serve as a FINANCIAL MANAGEMENT ANALYST in the Finance Department of NAVAL COMP TELCOM AREA WESTPAC.
Duties
You will be responsible for a variety of fiscal and accounting requirements within the financial and budget administration of Naval Computer and Telecommunications Station Guam.
You will perform or advise on work in any of the phases or systems of budget/financial administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will generate reports related to budget and accounting systems and services under accounting and budget lanes.
You will perform as alternate Customer Service Representative with access to and knowledge of SLDCADA, payroll, and related systems and services.
Requirements

- Must be determined suitable for federal employment.

- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
Formulating budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures
Analyzing and recommending cost and benefits of alternative methods of financial management of organization's programs and administrative operations
Experience with budgetary policies, precedents, procedures, and regulations
This position is within the Work Category Technical and Administration Support at Work Level III, Series and Grade GG-11.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-11 position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
