You will serve as an IT SPECIALIST (INFOSEC) in the Information Systems and Technology (ISaT) Directorate of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will provide complex management, advisory, and technical support to customers as it relates to Risk Management Framework (RMF) process, incident response, network security and insider threat coordination. You will serve as the subject matter expert (SME) Fleet Information System Security Manager (ISSM) and provide guidance to Fleet activities for the development of long- and short-term plans and policies as they relate to RMF. You will liaise with select command junior, middle and executive level personnel at sea and shore-based sites providing group and one on one direction and guidance in preparation for compliance inspections across the Navy and Marine Corps. You will perform project management activities related to fielding and sustainment of Fleet IS through all phases of the project lifecycle (initiation, planning, executing, monitoring, controlling, and closing). You will maintain close coordination with the staff on the status of major projects, like network upgrades, network architecture, software/hardware utilities, and community automation infrastructure and procedures.

  • This is a Cyberspace Workforce position, work role code 722,Info Sys Sec Mgr proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Performing comprehensive assessments of management, operational and technical security controls employed with, or inherited by, the IS and determine overall effectiveness; 2) Providing surveillance and guidance over the major program segments and projects as they pertain to the implementation and extension of standardized information systems; 3) Understanding of IA processes and functions, particularly those associated with telecommunications, assessments and authorization, cross-domain solutions, and the risk management framework. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
