Duties
Evaluate Department of the Army (DA) permit applications, compliance, and/or enforcement cases for activities in waters of the United States and/or navigable waters of the United States within regulatory authority.
Regulatory authority includes the regulatory authority of the Clean Water Act, the Rivers and Harbors Act of 1899, and the Marine Protection, Research, and Sanctuaries.
Develop and manage general permits (GPs).
Develop procedures to implement directives from higher authorities.
Serve as the District representative on groups and task forces with missions of interest to the District and/or the regulatory program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel is approximately 25%.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires the incumbent to possess or obtain and maintain a driver's license in one of the 50 US states or possessions and any installation and/or DoD requirement.

Basic Requirement for Biologist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Ecologist:
Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Basic Requirement for Botanist:
Degree: Bachelor's degree (or higher degree) in botany; or basic plant science that included at least 24 semester hours in botany.
OR
Combination of Education and Experience: Courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, plus appropriate experience or additional education.
Basic Requirement for Social Scientist:
Degree: Bachelor's degree (or higher degree) in soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.
OR
Combination of Education and Experience: Courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility, plus appropriate experience or additional education.
Basic Requirement for Geologist:
A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
OR
B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note:Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes interpreting policy and regulations associated with natural resources (e.g. water ways, soil conservation, botany, hydrology, or environmental impact issues) to meet mandated regulatory project requirements; conducting natural resource studies; and analyzing environmental assessments or impact statements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
