About the Position: You will Serve as Chief of the Honolulu Regulatory Branch and work under the general administrative supervision of the Regional Regulatory Division Chief.
Duties
Receive assignments as broad objectives expressed in the terms of long-range goals and overall program objectives. Assumes full technical and supervisory responsibility for accomplishment and assignments.
Consult with Division Chief only on matters of an unusual and controversial nature or which require higher-echelon interpretation or formulation of policy
Supervises non-supervisory technical and administrative employees
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel is approximately 25%.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Incumbent must have or be able to obtain and maintain a secret security clearance.
- This position requires the incumbent to possess or obtain and maintain a driver's license in one of the 50 US states or possessions and any installation and/or DoD requirement.
- On a voluntary basis, the incumbent could serve as a member of the Base Development Team (BDT), provide rapid, relevant, and reliable solutions across the full operational and natural disaster spectrum in support of the Armed Forces and the Nation.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Analyzing public interest review (PIR) factors, Environmental Assessments (EA), and Environmental Impact Statements (EIS); 2) Monitoring permittee compliance with permit terms and conditions under the Clean Water Act/Rivers and Harbors Act; 3) compliance with the National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), and the Marine Protection, Research, and Sanctuaries Act (MPRSA); 4) Managing the issuance or re-issuance of General Permits (GPs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
