As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.This position serves as the Senior Advisor in the Federal Aviation Administration (FAA) Western-Pacific Region.
Duties
This position serves as the Senior Advisor in the Federal Aviation Administration (FAA) Western-Pacific Region, Office of Policy, International Affairs & Environment (APL), Office of National Engagement and Regional Administration (ARA). The position directly supports the Regional Administrator (RA) and reports directly to the Deputy Regional Administrator (DRA). The incumbent provides advice, counsel and support for assigned areas under the purview of the RA or DRA and represents their interests in meetings with internal and external customers and stakeholders. The incumbent exercises managerial responsibilities of assigned subordinate employees.

Qualifications
Duties Continued:Supports responsibility of RA and DRA for implementing horizontal integration of regional initiatives. Serves on ad-hoc management groups; and performs special projects. Develops new methodologies and techniques to solve organizational challenges. Performs special studies and develops plans, policies, procedures, guidance, resources, and similar documents on operational and administrative matters. Prepares associated plans of action, milestones and similar planning documents. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management.Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.Works closely with the Administrative Officer, Administrative Specialist and other staff members on document controls, planning and scheduling outreach initiatives and congressional/stakeholder inquiries. Manages and provides direct supervision to team leads and/or staff employees. Coordinates work with other organizations on matters in which there may be conflicting goals or where work of subordinate units may adversely affect the other organizations' operations or programs. AssistsDRA on an as needed basis in oversight of facility management, space, warehouse and mail operations.Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. Work frequently affects the major subdivision's internal and external customers.This position requires that the incumbent obtain and maintain a secret clearance.Specialized Experience:To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience is:Experience researching issues, conducting special analysis, recommending solutions and presenting to senior leaders; drafting communications i.e. (speeches, talking points) and/or individual correspondence or responses.Experience analyzing a number of alternative approaches in the process of advising management concerning major aspects of technical, operational, and administrative program requirements to ensure understanding and compliance with appropriate policies and strategic goals; Experience in program management of administrative programs.Experience with resolving problems that impact the objectives of the organizational unit and coordinating with customers to ensure adherence to policies and guidelines.Applicants should include examples of specialized experience in their work history.Qualifications must be met by the closing date of this vacancy announcement.Please ensure you answer all questions and follow all instructions carefully.
