The primary purpose of this position is: To process various security related documentation including requests for issuance of Restricted Area Badges, identification credentials, as well as other documents to include vehicle registrations and vehicle passes. Processes requests for NCIC, wants and warrants check before issuing base credentials to contractors/vendors.
Duties
1. Processes applications and issues identification cards, controlled and restricted area badges, vehicle registration. and temporary passes to eligible personnel.
2. Monitors and maintains the Civilian Contractor Background Investigation Program.
3. Maintains controlled forms.
4. Carries out routine, miscellaneous clerical tasks.
5. Provides general customer service.

- This position requires shift work by the employee which will require other than normal duty hours. It will include evenings, weekends, and/or holidays.
- Typing and computer operation is performed, however, a qualified typist is not required.
- May be required to perform vehicle scans using the Vehicle Scanning System for vehicles requesting entry into Joint Base Andrews.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Must be able to obtain and maintain a SECRET security clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the Security Clerical and Assistance Series, 0086.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes : Knowledge of a body of standardized security rules, regulations, and directives to perform a full range of standard personnel security assignments such as processing a variety of security actions, processing forms for various investigation requirements, reviewing reports of information/investigation on individuals to determine whether to establish Security Information Files, responding to routine inquiries about personnel security matters, and identifying mismatches and erroneous data on reports. EDUCATION: Must have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Knowledge of mission, policy processes, procedures, and customer service goals sufficient to perform the routine, procedural work of the Entry Screening Facility, as well as knowledge of general office clerical functions.
2. Knowledge of procedures, forms, and information required to verify against authorized documents, issue badges, passes, vehicle permits or other forms of authorization.
3. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; and produce a variety of documents and reports.
4. Ability to plan and organize work, follow instructions, and accomplish multiple ongoing projects.
5. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
