The primary purpose of this position is to serve as a senior clerk, providing oversight of the work of the other employees of the Pass & ID section and process various security related documentation to include requests for issuance of Restricted Area Badges, Contractor Badges, identification credentials, vehicle registrations and vehicle passes, etc.

Duties

Processes applications and issues identification cards, controlled and restricted area badges, vehicle registration, and temporary passes to eligible personnel. Provides Work Leader assistance. Ensures work assignments of other employees in the unit are accomplished in accordance with appropriate regulations and within established time frames. Maintains controlled forms. Maintains control logs for identification cards, and restricted area badges for maintenance and destruction of accountable forms in accordance with applicable AF instructions. Carries out routine, miscellaneous clerical tasks. Performs clerical support duties to ensure efficient office operations. Provides general customer service. Focuses on responsive and accurate customer service within the Pass & Registration/Visitors Center environment.

  • This position requires shift work by the employee which will require other than normal duty hours. It will include evenings, weekends, and/or holidays.
  • Typing and computer operation is performed, however, a qualified typist is not required
  • May be required to perform vehicle scans using the Vehicle Scanning System for vehicles requesting entry into Andrews AFB.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support, 0086 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a complete body of standardized security rules, regulations, directives, and procedures to support and processes a wide variety of standard ID cards, vehicle permits, restricted area badges or other forms of authorization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of mission, policy processes, procedures and customer service goals sufficient to perform the routine, procedural work of the Entry Screening Facility, as well as knowledge of general office clerical functions. Knowledge of procedures, forms, and information required to verify against authorized documents, issue badges, passes, vehicle permits or other forms of authorization. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; and produce a variety of documents and reports. Ability to plan and organize work, follows instructions, and accomplishes multiple ongoing projects. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
