The primary purpose of this position is to perform inspections on a variety of complicated structures involving difficult and complex construction; or inspections of a major segment of a difficult and complex project involving sophisticated mechanical, electrical, or hydraulic systems and equipment. Duties

Performs inspection and surveillance of difficult and complex construction projects. Ensures contractor compliance with approved plans and specification for various construction contracts. Performs duties as a technical consultant to the contracting office and engineering flight. Reviews plans and specifications for accuracy and completeness. Performs duties related to inspection of equipment and materials. Obtains samples from work site and forwards for laboratory testing and analysis when deemed necessary. Gathers information to compile into written inspection reports and performs related duties. Prepares various documents, reports, and correspondence and maintains daily logs and safety reports addressing the progress of construction and the administration of the contract.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Construction Control Technical Series 0809. BASIC REQUIREMENT: Specialized Experience (for positions at GS-4 and above): Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications (Construction Control Technical Series 0809 (opm.gov)). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices relating to construction, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to inspect projects and advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues; Knowledge of construction techniques sufficient to interpret and explain contract specifications and requirements and assist contractors in meeting them. OR EDUCATION: Two full years of graduate education or a master's degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of construction inspection practices and procedures involved in the inspection of building materials, workmanship, utilities, and the installation of systems; and the practical methods and techniques of engineering principles relating to complex construction practices and procedures. Knowledge of electrical, mechanical, and structural aspects of major construction projects. Knowledge of inspection and safety practices and procedures in the construction industry. Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements. Knowledge of construction trades, algebra, geometry, and trigonometry. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
