The primary purpose of this position is to serve as a construction inspector performing varied and complex construction inspection work involving major electrical, mechanical, and structural aspects of construction of single and multi-story office or residential buildings of moderate size and conventional design.

Performs thorough on-site inspections of projects using specialized techniques that are varied and complex. Independently reviews and interprets plans and specifications relating to construction projects Reviews and evaluates contractor's performance of scheduled and unscheduled work as outlined in contracts Complies various data and prepares reports

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions and the Individual Occupational Requirements for the Construction Control Technical Series, 0809. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Construction Control Technical Series 0809 (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, standardized rules or operations requiring substantial training or experience in methods and practices sufficient to perform limited projects involving specialized or complicated procedures and effectively monitor the work of the contractor. Knowledge of electrical, mechanical, and structural aspects of construction projects, their installation, operation, and functional requirements to perform thorough inspection of complex structures. Knowledge of engineering and architectural plans and specifications sufficient to read and interpret construction requirements. Knowledge of a wide variety of inspection practices and procedures involved in the inspection of materials, workmanship, and the installation of systems. Knowledge of safety practices in the construction industry. Knowledge of a variety of complex testing instruments and construction equipment to check elevations, etc., as necessary for compliance with construction documents. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of construction inspection practices and procedures involved in the inspection of buildings, materials, workmanship, utilities, and the installation of systems; and the practical methods and techniques of engineering principles relating to construction practices and procedures involving assignments of limited complexity. Knowledge of electrical, mechanical, and structural aspect of construction projects. Knowledge of inspection and safety practices and procedures in the construction industry. Knowledge of engineering and architectural plans and specification to read and interpret construction requirements. Knowledge of construction trades, algebra, geometry, and trigonometry. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
