This position serves as the Audiovisual Production Specialist in the Digital Media and Design under Veterans Benefits Administration (VBA) Office of Communication. The incumbent is responsible for independently utilizing multimedia-based tools and information to support and enhance the communication process. Visual Information Specialist photographs and video record employees, Veterans, community partners and other activities in support of VBA Office of Communication activities and objectives.
Duties
Collaborates with senior leadership to create various audiovisual employee-centric Public Service Announcements (PSAs) and other messaging that emphasize pre-decisional labor policies and procedures.
Performs video production work and is responsible for setting up cameras, lighting equipment, teleprompter, sound equipment, and other operating equipment at location sites.
Responsible for arranging and operating equipment for live and live-to-tape events delivering and setting up audiovisual equipment for official meetings and briefings, and training other employees.
Creates and manages the production process, and/or directs and edits the production of videotaped and live programs; teleconferences; or other similar productions, with sound accompaniment.

Controls the artistic and creative aspects of the production and/or oversees all postproduction processes associated with pre-recorded productions including ensuring that all products adhere to VA’s 508 compliance guidelines.
Handles jobs under pressure and short deadlines that require customized and artistic photo products, requiring expertise to reproduce products from digital images using specialized equipment, photo editing software
Ability to utilize equipment, techniques, and processes that must be developed, created, or modified to adapt to a wide variety of locations and situations.
Ability to maintain records for reporting purposes to ensure accurate, up-to-date production figures.

Specialized Experience:
GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) initiating production workflow, editing, teleconferences or other productions; (2) utilizing video production software and camera equipment; AND (3) researching subject and story.
GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) overseeing production workflow, editing, teleconferences, live/recorded programs or similar productions; (2) utilizing software to manipulate video and audio production; (3) performing subject and story research to ensure accuracy and comprehensiveness; (4) setting up, arranging and operating production equipment for live and live-to-tape events.

Education
There is no education substitute at the GS-12 or GS-13 grade levels.
