This Management and Program Analyst (Administrative Manager) is located in the Office of Information and Resource Management (OIRM). The primary purpose of the position is to participate with the senior OIRM Front Office staff in planning and implementing the administrative activities of the office, including analytical studies.
Duties
As a Management and Program Analyst (Administrative Manager), you will:
Be responsible for administrative actions taken regarding adjustments in personnel ceilings, Salary and Expense (S&E) Distributed funds, and general administration.
Serve as the OIRM liaison with designated NSF personnel specialists on personnel administration matters, to include coordinating personnel actions in connection with the recruitment, selection, appointment and termination of staff and proposes solutions to current and projected personnel concerns and problems.
Manage the Front Office Salary and Expense (S&E) account, including developing policy and procedures related to this account, developing plans and recommendations for the allocation of funds, providing advice on the management and obligation of funds, and developing budget and long-range plans for use of the funds.
Provide leadership and guidance to administrative officers within OIRM divisions and negotiate with managers and staff to obtain services or identify solutions to management problems.
Perform continuous analysis of operational expense allocations and recommend changes, as appropriate, including providing necessary analyses and backup data to support changes.
Coordinate the submission of general workforce and Senior Executive Service (SES) performance plans and appraisals within OIRM to assure timeliness of actions and compliance with the NSF performance management system.
Provide day-to-day guidance and supervision to OIRM staff that perform typing, filing, and other related clerical duties. Guidance includes but is not limited to planning, assigning and reviewing work, identifying and arranging for individual training needs, developing performance plans and appraisals, and making recommendations for recruitment, selection, promotion and awards.
Qualifications
To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level managing administrative and operational activities for an organization, to include human capital, budget, and analytical activities. Examples of this experience include: planning, scheduling, and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; developing administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
