The VA Palo Alto Health Care System is currently recruiting for a full time Environmental Protection Specialist position with the Safety and Emergency Management. The position will maintain development and maintenance of the Green Environmental Management Systems (GEMS) Program to assure ongoing compliance with environmental laws and regulations, permits, leading facility self-assessments/inspections, and participating as a chairperson of the GEMS Committee.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Major duties include but not limited to:
Ensure compliance with federal, state, and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality, and the storage of regulated substances (e.g., petroleum products, chemicals, and waste), among other areas.
Obtains and evaluates environmental data and supports GEMS program planning and implementation activities.
Applying working knowledge and a general understanding of environmental laws and regulation to assure compliance with applicable laws and regulation (e.g., for air emissions, wastewater discharge, solid and hazardous waste, fuel and oil storage, and spell prevention, among other areas).
Collecting and evaluates environmental data using appropriate analytical methods and techniques.
Assisting with hazardous waste and residual shipping.
Supporting GEMS program administration, management and internal reporting activities.
Supporting environmental sustainability initiatives.
Performs site inspections, collecting data, reviewing documents, analyzing evidence, evaluating results, writing reports, recommending corrective action or procedures for compliance, coordinating with installation officials and customers).
Handles contract requirements or resolving storage or labeling problems with commercial contractors.
Perform other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-09 position you must have served 52 weeks at the GS-07.For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For a GS-7 position you must have served 52 weeks at the GS-5.

GS-07 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
