This position serves as the Green Environmental Management Systems (GEMS) Program Manager (Supervisor) for Safety and Emergency Management for VAPAHCS and is responsible for directing, planning, developing and implementing comprehensive programs for GEMS, Industrial Hygiene and Radiation Safety Programs. The incumbent is responsible for the supervision, planning and direction of work operations and for directing daily operational activities.
Duties
Major duties and responsibilities include, but not limited to:
Identify training, policies, operational requirements and engineering controls needed to comply with environmental regulatory requirements.
Direct supervisory responsibility for seven FTEs. The incumbent will hold staff meetings to solicit the flow of ideas and suggestions.
Monitors environmental compliance through ongoing review of operations and program management as they pertain to Federal, State and
local environmental statutes, regulations and other related environmental requirements, Executive Orders, VA policies.
Provide technical assistance to subordinates and has authority to review, accept, amend, or reject their work.
Identify environmental aspects, including 'significant environmental aspects', to focus on the activities that pose the greatest potential (positive and negative) about environmental regulatory compliance.
Implements and periodically reviews GEMS requirements in accordance with the principles of ISO 14001, Federal, State, and local environmental statutory law, Executive Orders, VA and VHA policies, and this directive.
Assess performance as it relates to regulatory compliance and GEMS program conformance and informing facility management of findings.
Acts as the primary point of-contact with Federal, State, and local regulatory agencies for environmental and industrial hygiene issues.
Works with management to address environmental findings and ensure that the medical center's programs satisfactorily address environmental compliance, operational controls and procedures related to environmental aspects.
Oversees the development of an industrial hygiene program to identify hazards associated with areas such as asbestos, radiation, airborne chemical contaminants, noise, temperature extremes, illumination, ergonomics, and other occupational health and safety areas.
Adjusts section manpower as necessary to ensure crucial industrial hygiene activities are met.
Makes recommendations to the Chief of Safety and Emergency Management Service regarding correction of control of often-complex environmental situation that could have adverse health effects.
Reviews all plans and specification for new construction, minor improvements, and non-recurring maintenance to assure incorporation of adequate fire-safety features and compliance with applicable codes.
Researches technical information to assist service level safety subcommittees in providing specialized safety training to their service employees.
Sets environmental objectives and targets, based upon the significant environmental aspects, on an annual basis to pursue continual improvement of environmental performance.
Develops an Environmental Management Plan for each target and significant environmental aspect. Cooperate and assist with the VEGA.
Develops an action plan with management to address AWE findings and corrective/preventative actions to address industrial hygiene issues in a timely manner.
Develops an action plan with management to address VEGA findings and corrective/preventive actions to address environmental deficiencies in a timely manner.
Collects environmental management and compliance audit results in CP Track (or other nationally designated tool) and track to abatement/completion.
Notifies the VISN GEMS Manager for inspections conducted by US Environmental Protection Agency, State environmental regulatory agencies, local environmental inspection agencies, and when required to notify an environmental regulatory agency due to a spill/release or other incident.
Work Schedule: Monday to Friday, 8:00am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identify training, policies, operational requirements and engineering controls needed to comply with environmental regulatory requirements, directs, plans, develops, and implements comprehensive Green Environmental Management Systems (GEMS), monitor environmental compliance through ongoing review of operations and program management.

Physical Requirements: The performance of duties requires long period of walking, standing, crawling, kneeling and bending. Moderate lifting and carrying of equipment, use of personal protective devices, and work in hazardous and confined spaces is required. Use of all appendages, good vision and hearing are necessary. Emotional and mental stability are required.
