This position is located within U.S. Department of Agriculture, Office of the Chief Economist, Immediate Office. The incumbent serves as advisor to the Chief Economist and Deputy Chief Economist and provides leadership in the daily operation, front office administration and oversight of a full range of enterprise-wide operations and functions for strategic planning, communications, and specific assignments/projects to achieve organizational and departmental goals, objectives and initiatives.

Duties

Perform a broad range of sensitive liaison activities related to the day-to-day management to ensure that the OCE program and policy goals and objectives are effectively carried out. Perform confidential and complex assignments relating to sensitive policy matters that are often highly controversial and politically sensitive and works on behalf of the Chief Economist to successfully resolve such matters. Attend major meetings and events to document decisions, manage taskings, and offer strategic guidance. Prepare a broad range of information resources documents critical to policy and decision-making processes at the office level and beyond. Lead strategic initiatives to address operational challenges and opportunities and develop strategic management plans for OCE. Serves as OCE’s administrative and financial officer with primary responsibility for the office’s budget formulation and execution. Supervise a staff engaged in coordinating, evaluating, and enhancing OCE program operations and staff activities. Oversee the development of strategies for internal communications. Advise the Chief Economist and other key members of the OCE leadership team on policy and program issues relating to key national issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized experience: GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing a broad range of sensitive policy and liaison activities, analyzing complex and urgent issues and providing alternatives to senior management in timely fashion, experience with Federal budget formulation and execution, and experience with executing reimbursable/interagency agreements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
