Duties
This vacancy is for an Intelligence Specialist (Direct Hire) in the Bureau of Industry and Security, Office of Information and Communications Technology and Services (OICTS) within the Department of Commerce. OICTS fulfills responsibilities in reviewing information and communications technology and services (ICTS) supply chain transactions and the effects on national security, the digital economy, public safety and security and critical infrastructure mandated through Executive Order 13873. The office leads and coordinates transaction reviews with nine Executive and independent U.S. Government branches and agencies.
As an Intelligence Specialist (Direct Hire), you will perform the following duties:
Obtains, monitors, evaluates, and analyzes all source information to identify, assess and manage threats posed by hostile intelligence activities, or criminal exploitation.
Conducts complex research to support investigative objectives.
Plans sensitive and difficult intelligence-related projects; plans, prepares or reviews scheduled and ad hoc intelligence products.
Maintains accountability of and performs recognized safeguarding practices for classified and sensitive but unclassified information.
Establishes, maintains, and employs intelligence, law enforcement, and security contacts to coordinate interests and share information.
This Job Opportunity Announcement may be used to fill other Intelligence Specialist (Direct Hire) GS-0132-14 Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 Level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Working within a team of Intelligence Specialists in support of office objectives.
Establishing and maintaining effective working relationships with the Intelligence Community.
Performing work in the collection, analysis, evaluation, interpretation, and dissemination of information from foreign and domestic areas which directly or indirectly affect national security.
Providing recommendations to senior officials based on intelligence products.
