This position is located in the Office of the Principal Deputy Coordinator for PEPFAR, Bureau of Global Health Security and Diplomacy (GHSD/PEPFAR). GHSD leads U.S. diplomatic engagement and supports programmatic efficiency to strengthen the global health security architecture and prevent, detect, control, and respond to infectious diseases, including HIV/AIDS. The position serves as a Senior Advisor reporting directly to the Principal Deputy Coordinator for PEPFAR.
Duties
Prepares briefing materials to equip the Principal Deputy Coordinator of PEPFAR and other senior management officials on resource requests, training programs and compliance, strategic plans, and other assigned data collection and reporting.
Plans, devises, collects data, evaluates data, and prepares findings for inclusion in data calls, analytical reports, and official memoranda on assigned programs and projects.
Assists in the development and implementation of official and operational policies and working procedures and provides expert advice on workflows involving drafting, clearing, and presentation of PEPFAR bilateral and regional operations.
Advises on PEPFAR program issues and problems; develops and proposes resolutions of program policy and procedural issues and coordinates implementation of management decisions on the program.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing expert advice and guidance with regard to the policy implications of issues and developments to support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programs.
Experience drafting analysis, talking points and oral and written briefings that addresses the implications of current events for global health.
Experience conducting research and coordinating substantive information and materials with senior level officials.
There is no substitute of education for specialized experience for the GS-15 position.
