This position is located in National Capital Parks-East. NACE is a large complex portfolio of parkland and historic sites in the District of Columbia and Maryland. NACE consists of over 8000 acres distributed among 98 locations. The various sites have strong connections with local communities as well as attract national and international visitation.

Duties

The major duties of the Concessions Management Specialist position include, but are not limited to, the following: Participates in commercial services planning in order to provide necessary and/or appropriate services through concession contracts and Commercial Use Authorizations (CUA). Reviews and evaluates required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract. Provides advice and assistance to park managers and staff regarding commercial services (e.g., development of concession operating plans, variety of contract issues). Maintains an awareness of local economic trends and analyzes those trends as they relate to commercial services within the park. Coordinates, and helps evaluate the work of contractors performing real property inventory and condition assessments. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-03/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1)Performing complex financial and operation management duties for concessions typically found in the hospitality or similar industry; (2) Implementing policies and procedures relative to a business management program in the hospitality or a similar industry; (3) Participating in the development and implementation of prospectuses and new contracts for hospitality or similar functions; (4) Applying relevant laws, regulations, policies, procedures, and contract provisions to monitor commercial service operations; (5) Preparing and developing prospectus documents; monitor and confirm compliance with terms and conditions of a contract; (6) Conducting evaluations of concessioners; data collection and analysis; negotiation and asset management. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Combination of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
