This National Guard position is for a TRAINING OFFICER, Position Description Number D1179000 and is part of the OH JFHQ Recruiting and Retention Branch, Ohio Army National Guard. The purpose of the position is to function as the Officer in Charge of the organization, representing the commander in oversight and conduct of all functions of the organization and is responsible to ensure the Commander's policies are implemented.

Duties

As a TRAINING OFFICER, GS-1702-11, you will perform the following duties: Plans and assigns work to be accomplished through subordinates and/or supervisors engaged in a variety of occupations. Makes assignments based on priorities, degree of difficulty, and requirements of the assignment. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates from lists of eligibles. Reviews and/ or recommends appointment, promotion or reassignment of employees. Establishes and/or approves performance standards. Monitors and evaluates employee performance. Recommends recognition for outstanding performance. Initiates or recommends corrective actions for sub-standard performance. Assists employees in reaching performance goals. Inform subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves problems informally and/or makes recommendations for resolution to appropriate officials. Identifies developmental and training needs of employees and provides or procures training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Labor Management Relations, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended. Conducts reviews of command policies, activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. Assists in creating and/or changing command policies and procedures. Develops instructions for implementation by staff sections, technicians and subordinate elements. Keeps abreast with new policy statements, regulations and directives issued by higher headquarters. Supervises and coordinates the activities of each full time staff section of the headquarters and subordinate units. Reviews and finalizes studies relating to reorganization, relocation of units, personnel practices etc. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Formulates, oversees and evaluates the overall training programs for the command. Develops yearly and longer training plans. Issues instructions and procedures to subordinate units for the conduct of training activities that meet the requirements of the Department of the Army, National Guard Bureau, major army headquarters and/or other higher headquarters. Establishes and conducts a training evaluation program for subordinate units. Reviews training evaluation and inspection reports to identify systemic problems and trends. Determines and formulates needed revisions or improvements to training activities. Reviews training plans and schedules of subordinate units for approval and revision as necessary. Provides guidance and assistance to unit commanders or other training personnel pertaining to scheduling and conducting training. Schedules and ensures the execution of special training courses on a variety of subjects (e.g., communications procedures, leadership courses, marksmanship training, etc). Prepares plans and reports pertaining to readiness and mobilization. Provides guidance and assistance to units in preparation of readiness reports. Receives and consolidates unit readiness feeder reports. Evaluate the organizational readiness report and prepare recommendations for improvements/modifications of the battalion's training program. Prepares command level mobilization and contingency operation plans. Provides technical guidance and assistance to subordinate units in the development of mobilization, alert and assembly plans for use in responding to local/national emergencies and homeland security missions. Assists in the preparation for and executes command level inspections in the area of training and readiness. Prepares and submits annual budget requirements to higher headquarters based on yearly training guidance and training calendar. Sub-allocates funding to subordinate units for use in training activities. Monitors usage of mandays and funds designated for training. Prepares and provides guidance on training eligibility requirements. Maintains familiarity with training directives issued by all echelons of command to determine applications to local programs. Requirements

Qualifications

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
