Duty Title: Director of Staff The primary purpose of this position is to exercise second level supervisory and managerial authorities over the the Air Force Medical Readiness Agency's Branch Chief for Executive Services, Commander's Support Staff and Commander's Action Group (CAG).

Plans, organizes, and oversees the activities of the AFMRA Executive Services Exercises supervisory personnel management responsibilities Represents AFMRA with a variety of installation and functional area organizations Directs the execution of all AFMRA Executive Services and Commanders Support Staff programs

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include directing highly technical and complex administrative programs which involve major aspects of key agency, medical, regulatory and policy development encompassing personnel, budget, medical research compliance and ethics; developing, interpreting, implementing, and resolving a wide variety of complex, unique, and at times highly controversial policy, regulatory, scientific and technical issues; developing strategic long-range program plans, goals, objectives, and milestones; and directing, coordinating, and overseeing work through subordinate supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of the mission, staff operations, policies, management, operating programs and organizational structure of Office of the Secretary of Defense, Health Affairs, Military Health System, Air Force Medical Service, and subordinate field operating agencies. Knowledge of safety and security regulations, practices, and procedures. Mastery of knowledge of operations research, statistical analysis, financial analysis, data analysis, cost-benefit analysis, make/buy decisions, regulations, standards, regulatory guidance, and program management principles and techniques. Expert knowledge of civilian personnel management to include policy interpretation and development. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to assemble and analyze complex data to prepare and defend mission/resource requirements, develop and analyze alternatives, and make recommendations to resolve substantive problems and complex issues impacting the mission execution of a large organization. Ability to communicate both orally and in writing; skill in negotiating with management, as well as internal/external agencies to accept and implement recommendations to resolve substantial resources, extensive changes, or conflict with organizational desires. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education requirement or applicable education substitution for experience.

A Bachelor Degree in Hospital, Health Care, or Business Administration; Management, administration; Accounting; Information Systems; Economics, Finance; Marketing; Business Management; Public Administration; Clinical/Health Systems Engineering; Operations Research; or other related business equivalent is highly desired. Master's Degree preferred.

Project Management Certification is highly desired.
