About the Position: Research appropriate DOD protocol instructions and regulations in order to recommend, plan and direct a variety of functions and to ensure that proper protocol is always observed. Develops, suggests for processes recommended itineraries, instructions, guides, supplementary material and pertinent correspondence. This position is a term position NTE 2 years.

Duties

Advises the Chief of Protocol and Director of Executive Services who in turn advises the Surgeon General and Commanding General MEDCOM, Deputy Surgeon General, and Chief of Staff, on matters pertaining to Protocol to assure proper operation. Plans, coordinates and implements high level (Congress, DOD, DA, government, private industry executives, civics leadership, and others) military and civilian visits and functions that support the command. Develop proper sequence of events for each event. Assists and independently plans, coordinates and implements award ceremonies both military and civilian for OTSG/MEDCOM. Resolves precedent setting issues by analyzing the situation and interpreting protocol policies and guidelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to complete pre- employment physical due to heavy lifting in excess of 45 pounds.
  • This position is a Term position for 2 years and can be converted permanent without competition.
  • Temporary Duty (TDY) or business travel requirement less than 50% of the time.
  • Must be able to obtain and maintain a secret security clearance.

GS-09 Specialized experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience in received training in the planning, and execution of the command protocol program to include ceremonies, conferences, briefings, official and social functions, and high level foreign and domestic visits. Or Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Project Management, Program Management, Business Management. (Note: You must attach a copy of your transcripts.) Or Combination of Education and Experience: Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) GS-11: Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience assisting with official and/or social functions, visits, conferences, awards, promotions, retirements and Change of Command ceremonies, funerals and memorial services, working with other organizational specialists in identifying potential program initiatives or special projects that could improve the use of protocol services and resources, and other protocol-related functions. Or Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs. Or Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience with protocol matters to include proper etiquette and military customs and courtesies for distinguished visitors (Senior Government Civilians, General and Flag Officers and foreign delegations) sufficient to plan, coordinate, and deliver ceremonies, social functions, and receptions held in honor of distinguished visitors and to ensure appropriateness of all elements of planned function considering the status, cultural and religious backgrounds of the attendees. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-12 grade, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
