The primary purpose of this position is to serve as the Resource Management Specialist for the Recruiting Squadron, responsible for developing, implementing, and monitoring financial service operations and establishing internal accounting controls.

Duties
Independently performs a variety of financial management assignments related to the receipt, disbursement, accounting for, and safeguarding of funds in accordance with established principles, statutes, and policies.
Serves as the functional point of contact for squadron logistics functions, provides advice to leadership on business processes and performance/efficiency of the squadron.
Marketing Specialist. Works with Flight Chiefs and the Squadron Ops team to develop annual budget and resource requirements to meet local marketing program objectives.
Serves as representative and spokesperson in communicating and executing squadron matters.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of the missions, functions, goals, objectives, work processes, and sources of funding of budget activities to advise and assist in the formulation of financial and technical justification of the Planning, Programming, and Budgeting System. Knowledge of automated data processing software programs and capabilities used to accomplish tasks.

EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. Knowledge of automated data processing software programs and capabilities used to accomplish tasks.
Ability to prioritize and recommend financial execution and resource sourcing strategies in all programs.
Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, Quality Assurance, and support agreement management (MOAs/MOUs) to develop and recommend policies and procedures for the squadron.
Knowledge of coordination requirements for developing and implementing changes. Knowledge of merchandising and marketing policies, procedures, methods, and publicity techniques to evaluate strengths or weaknesses, and to develop new or alter existing programs to meet desired goals and promote patronage.
Ability to communicate effectively, both orally and in writing using a high degree of tact and diplomacy, to prepare and present surveys, reports and proposals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
