This position serves as the Branch Chief of the Payments and Analytics Branch (PAB), which consists of two sections - Payments and Outreach (P&O) and Monitoring and Analytics (M&A). PAB also includes NSF's Data Analytics and Assurance Program (DAAP) which is responsible for OMB Circular A-123 and the Payment Integrity and Information Act of 2019 (PIIA).
Duties
As a Supervisory Financial Specialist, GS-0501-15 MP, you will perform the following duties:
Direct a team of financial management specialists in executing payment operations, grant outreach, financial analytics, and post-award monitoring activities.
Ensures the timely and accurate completion of daily and monthly payment operations activities such as payment and remittance processing, disallowed cost tracking, accounting code structure changes, and other ad hoc requests.
Leads development of an annual grant and commercial payment outreach plan, including topics such as payment operations, financial closeout, financial reporting, and other topics of interest to NSF's grant research community.
Oversees NSF's Data Analytics and Assurance Program (DAAP) which is responsible for OMB Circular A-123, the Payment Integrity and Information Act of 2019 (PIIA), and related government-wide initiatives.
Manages the planning, development and execution of PAB data and technology products such as dashboards, Robotic Process Automation "bots", and data querying tools and utilities.
Identifies and implements solutions to improve NSF business processes through technology, automation, and/or data and analytic techniques and methodologies.
Serves as lead or key component in the development of financial oversight and payment policies, procedures, reporting and controls relevant to grant recipients in accordance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance 2 CFR 200), and relevant NSF policies and procedures.
Serves as NSF point-of-contact with Department of Treasury and internal NSF business/program offices on government-wide payment operations and cash management issues and reporting.
Qualifications
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the Federal Service overseeing and managing cross-functional financial management teams responsible for payment operations, data and technology, and internal controls. Examples of this experience include: experience with accounts payable and related financial / cash management functions, experience developing data analysis or automation products - data visualization/dashboards, robotic process automation bots, working experience implementing government-wide policy on internal controls and improper payments, working knowledge of the federal grant lifecycle and post-award processes, or applying technology to solve business or risk management challenges.
