Position is located in the Office of the Assistant Secretary (A/S) for Administration, Front Office (A/FO) Department of State (DOS). Functions as a Staff Assistant/high-level advisor to the A/S for Administration on complex administrative and program issues including policy/planning, organization, administration and evaluative matters of exceptional difficulty.
Duties
Responsible for developing and managing an efficient work and paper flow system to ensure minimum delay when obtaining clearance and necessary action from other bureaus officials, within the A Bureau, and Front Office principals.
Reviews, analyzes, prioritizes, and distributes all incoming taskings and correspondence.
Reviews and analyzes a wide variety of proposals, reports, recommendations, memos, cables, etc., determining completeness, and makes recommendations and/or expresses observations either orally or in writing.
Arranges and organizes meetings for bureau leadership with senior Department officials, other government agency leadership, and private groups and organization.
Performs qualitative/quantitative analysis of A Bureau administrative processes and systems to determine their efficiency and recommends improvements, as needed.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in databases and/or software systems to manage data pertaining to tasks and a variety of correspondence.
Experience in planning, initiating, organizing, and coordinating activities to accomplish assigned responsibilities through use of available resources.
Experience establishing liaison with individuals throughout agency or department to promote the exchange of information vital to operation.
There is no substitute of education for specialized experience for the GS-13 position.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
