The Deputy Director, Facilities Security and Emergency Management (FSEM), provides executive leadership and oversees administrative management matters such as policy development and implementation, program content, organizational structure, budget, and staffing resource distribution for Emergency Management, Facilities, Personnel Security, and Physical Security.

Duties

As Deputy Director, you will be part of Facilities, Security and Emergency Management (FSEM) . If selected, you will be responsible for: Serving as the primary advisor to the FSEM Director, providing executive leadership and management on all matters relating to administration of the disparate business lines, systems development and operations, strategic planning, performance measurement, internal controls, risk management, and increasing agency awareness of the value and necessity of the services provided; Ensuring FSEM initiatives adhere to agency and strategic regulatory objectives, policies, and deadlines established by OPM, as well as those from external sources but not limited to such as Congress, Office of Management and Budget, General Accounting Office, Department of Homeland Security, Office of National Intelligence, and Federal Emergency Management Agency; Reviews current and proposed processes to assure timely, high quality, meaningful, and useful information for management decision-making; In collaboration with the FSEM Director, establishing policy, organizational goals/objectives, strategic performance goals, and processes; overseeing program operations and activities through subordinate Division Directors and Branch Chiefs; determining resource needs; establishing performance measures and standards of effectiveness, efficiency, and productivity; maintaining and evaluating progress toward organizational goals; and continually improving the guidance, support and advice provided to the FSEM Director and key Agency officials; and Providing executive level guidance to subordinate Division Directors and Branch Chiefs in their responsibilities and operational activities to determine program priorities, direction, and changes in courses of action.

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the three Technical Qualifications (TQs), listed below. ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Technical Qualifications (TQs): Ability to effectively manage the physical security, personnel security, and emergency management programs at an Agency-wide level. Experience in leading large and complex programs and working as part of a multi-functional project management team. Ability to effectively manage the administration of a real property management program, including building management, facilities leasing, and space planning and management.
