The VISN 22 Desert Pacific Health Care Network is hiring an Administrative Officer for the VA Long Beach Human Resources Strategic Business Unit.
Duties
The Administrative Officer (AO) for the VA Long Beach Human Resources Strategic Business Unit reports directly to the Senior Strategic Business Partner. The AO will be required to apply analytical and evaluative skills along with specialized principles and practices of management to advice, collaborate, and carry out assigned responsibilities of the position.
Duties include, but are not limited to:
Participating in the planning for budgeting needs and financial management by assisting with budget formulation, justification, execution, and financial management and reporting.
Reviewing office needs to plan and develop budget data and justification for review and approval.
Directing and monitoring execution of approved funds.
Providing oversight of all Purchase Card holder activities to maintain compliance with related policies.
Managing service fund control point delegation of authorities.
Developing, planning, issuing, and implementing procedures to comply with directives concerning administrative matters.
Analyzing and evaluating problems, making recommendations, and devising solutions to system administration, training management, publication management, and data management within the service.
Designing and implementing policies and procedures to manage administrative and personnel related functions.
Participating in regular meetings with leadership and other senior level staff to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs.
Compiling information and preparing administrative reports for management briefings and for sharing with work groups.
Establishing internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives.
Performing quality management activities designed to improve the quality of transaction procession, customer service activities, or other procedures.
Overseeing the management of time and attendance.
Acting in a confidential capacity, and exercising discretion in handling and coordinating sensitive information on behalf of the VISN 22 HR SSBP and other management officials to include audits and investigations.
Assisting management in developing and maintaining sound organizational structures to ensure the effective use of people, time, and money.
Providing professional and clerical advice, support, and assistance to customers.
Maintaining and updating HR plans for disaster preparedness, Automatic Data Processing contingency plan, Fire and Safety, Utilities Management, and Hazardous Materials Management, and maintains the HR Cascade and Call Back Plan.
Serving as the primary website author for the department.
Aiding in the management of procurement for the department.
Analyzing HR work processes and products to determine methods for evaluating customer satisfaction; designing surveys, questionnaires, or other products for obtaining customer feedback.
Work Schedule: Monday - Friday; 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: program management, planning policies and procedures; overseeing daily administrative management; building systems to meet policy requirements; budget control; supplies and resources procurement; HR/personnel responsibilities; playing a key role in supporting leadership on administrative issues. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate education.

Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas of the facility in the course of performing their duties.
