The Tibor Rubin VA Medical Center, Long Beach CA's Whole Health Service is recruiting for one (1) Administrative Officer (AO). The AO reports to the Whole Health Service Line Chief, directing and performing all administrative functions within the service.

Duties

The Administrative Officer utilizes specialized knowledge of the fundamentals of healthcare management, high reliability, patient safety, and continuous process improvement and serves as a representative of the assigned clinical organization. He/she/they participate in the stewardship and responsibility for assigned clinical operations, executing the facility vision for the framework of healthcare delivery, projects or programs. Duties include but are not limited to; Performs budget administration functions. Monitors, reviews, and checks requests for allotment of funds from approved operation budgets. Monitors and tracks obligations and expenditures for base/mission support functions throughout the execution phase of the annual operating budget. Manages the overall supply needs, services, material movement, and real property for the medical facility. Manages and tracks all equipment and supplies. Independently formulates plans for proper space utilization. Incumbent may serve as a secondary ADP coordinator for the service and ensures compliance with least privilege requirements. Responsible for coordinating and facilitating the function of all services, clinical and administrative, which interface with the service. Plans, develops, and executes assigned clinical service administrative management program needs. Oversees a variety of functions that includes incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management. Other duties as assigned. Work Schedule: Monday - Friday, 7:00am to 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in administrative and management related to a wide range of administrative laws, policies, regulations and providing, securing or negotiating for the resources or services needed to manage and run a service or organization. precedents applicable to the administration of human resources, budgeting, fiscal management and analysis procurement/contracting management related to the operation and management of a service or organization overseeing and preparing, compiling, and validating report. You will be rated on the following Competencies for this position: Administration and ManagementContracting/ProcurementFinancial ManagementManaging Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Manual dexterity is required in operation of a calculator and/or other office machines.
