The incumbent performs all functions of the Contracting Specialist position in support of the CNRSE Regional Business Office. In addition, the incumbent serves as a pivotal figure under the direction of the Supervisory Contracting Specialist in directing contracting strategies and fostering key partnerships within the industry. This role is essential for shaping and managing a portfolio of contracts crucial to the success of CNRSE Programs.

Duties

Lead Duties and Responsibilities (55%): Leads a team of at least five (5) contracting specialists and one (1) procurement technician. Effectively communicates CNRSE strategic plan, mission, vision, and values to the team, ensuring alignment with organizational goals. Assigns tasks and deadlines to the team, providing clear direction and support as needed. Guides team members on work methods, practices, and procedures, fostering a collaborative and efficient work environment. Provides training and facilitates team-building activities to enhance productivity and cohesion. Organizes Supply/Service NAF training for the team, ensuring proficiency in relevant areas. Manages workload distribution among team members, making necessary adjustments to meet deadlines and objectives. Monitors work progress, ensuring compliance with instructions and meeting established deadlines. Works with and assists the Supervisory Contract Specialist in coaching, facilitating, negotiating with, and coordinating staff initiatives as well as helping to resolve conflicts. Helps coach team in problem-solving methods and techniques, providing guidance on work practices and procedures. Maintains program and administrative materials, interpreting and relaying policies and procedures to the team. Prepares reports and maintains records of work accomplishments, keeping the Supervisory Contract Specialist informed of progress. Represents the team and liaises with the Supervisory Contract Specialist to secure necessary resources. Reports periodically to the Supervisory Contract Specialist on work accomplishments, progress, and training needs. Estimates and reports on progress toward established milestones and deadlines, involving the team in goal setting. Provides input and makes recommendations to the Supervisory Contracting for individual awards, rewards, and recognition for contracting team members annual performance review and as appropriate throughout the year. Technical Duties and Responsibilities (45%): Performs the full scope of duties and responsibilities as a Contracting Specialist, NF1101-03, as well as: Identifies procurement savings opportunities, develops plans, and executes major procurement actions. Provides expert advice on procurement procedures and contract administration. Reviews contracting documents for completeness and accuracy throughout the procurement process. Prepares and evaluates solicitations, negotiates offers, and awards contracts for CNRSE N9 NAF programs. Reviews Requests for Proposals (RFPs) and Awards for accuracy prior to legal review.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.

Qualifications

Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Bachelor's degree in related field preferred but may be substituted by equivalent related work experience. Comprehensive understanding of Federal, DoD, Department of the Navy (DON), and CNIC procurement/contracting laws, policies, regulations, and procedures. Proficiency in appropriated fund (APF) and NAF contracting requirements, with knowledge of business and industry practices. Expertise in contract administration, price/cost analysis, and contract types. Experience with automated procurement systems and proficiency in computer applications. You will receive credit for all qualifying experience, including volunteer and part time experience.
