The primary purpose of this position is to serve as a Program Support Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position with an emphasis in Facility and Space Management.

Duties
GS-9
Performs developmental assignments. Under direction and guidance of the supervisor the incumbent will performs moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques related to Facility and Space Management.
Performs recurring assignments. Independently performs work basic routine assignments which gradually increase in difficulty and complexity.
Carries out special projects and participates in special initiatives and studies.
Prepares written correspondence and other documentation.
GS-11
Operation Directorate support for the Headquarter, Department of the Air Force, and other Air Force agencies in the Pentagon and within the National Capital Region (NCR).
Provides professional support in the monitoring and execution of physical security programs for buildings assigned to HQ US Air Force, to include the installation and repairing of locking devices and security procedures.
Investigates, verifies and determines requirements and prepares estimates for cost for construction alterations and interior design projects involving changes to Air Force assigned space in the Pentagon and in leased space.
Assists the Chief, Services Division in the management of Government owned and leased space.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Facility Management and Space Management, and the standard practices, methods, and techniques of the occupation sufficient to complete assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level, or graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Program Support Specialist.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than one year of specialized experience but at least 1 years of graduate level education with a major or subject area related to the position.
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience knowledge of a wide range principles, concepts, and theories of Facility Management and Space Management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments; knowledge of a wide range of facility and space management concepts, methodology, requirements, and operating principles to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Program Support Specialist.

COMBINATION OF EDUCATION AND EXPERIENCE:
Less than one year of specialized experience but at least 2 years of graduate level education with a major or subject area related to the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, concepts, and theories of Facility Management and Space Management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible complex alternatives.
Knowledge of the occupation to perform non-routine studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
Skill in applying the principles, concepts, and practices of the occupation sufficient to perform significantly difficult and complex assignments.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This is a developmental position; this position may be filled at the GS-09-Target-GS-11 grade level, or this position may be filled at the fully qualified GS-11 level based on the qualification of the candidate. The individual selected for the GS-09-Target-GS-11 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.
