The Lead Civilian Pay Technician leads subordinate CPTs and performs civilian pay program work in direct support of the Veterans Affairs Medical Center, under the Finance Service. The Lead CPT reports directly to the Finance Office Supervisory CPT. The Lead CPT works closely with the following: Supervisory CPT; subordinate CPTs; VA's Finance Service Center (FSC); servicing Human Resources (HR); all levels of VAMC supervisors, employees and union partners on all matters relating to payroll.
Duties
Lead 25%
Ensure work assignments of subordinate CPTs are carried out and conducts the following lead duties for subordinate CPTs at least 25% of the time
Estimate and report on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested for the Supervisory CPT
Maintain current knowledge and answer questions of other employees on procedures, policies, directives, etc.
Report to the Supervisory CPT on performance, progress/training needs, and on behavior problems
Develop customer service surveys, in-take systems and example responses to common questions/inquiries as needed
Work with the Supervisory CPT to regularly pull payroll reports
Work with CPTs on, and independently conduct, various audits on all employees' type of pay and leave accounts to identify areas to improve, training opportunities and ensure delinquent actions are being worked on and communicated to all parties involved
Senior CPT 25%
Work with the Supervisory CPT in development of resolutions and/or solutions to unique or regular and recurring payroll errors
Elevate any payroll errors that cannot be resolved locally to appropriate external offices
Trace errors involving correction of pay covering long periods of time, requiring extensive research to identify and resolve pay issues
Identify if long-term errors show trends and provide data
Review work completed by CPTs to ensure the correct agency is contacted and notified and/or the action coded into the correct system is accurate and compliant
Payroll, Processing and Coding 35%
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc. for each separate pay plan involved and appropriate leave system impacted
Interpret and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, LWOP, advance sick leave and compensatory time
Interpret the impact of current, new and updated regulations and polices to ensure proper timekeeping and accurate pay
Use knowledge of varying premium pay and benefit entitlements for employee specific pay plans when implementing tours of duty regulations/policies
Serve as a liaison with DFAS
Resolve system discrepancies which may result in initiating the employee debt process or back pay
Update employees' master payroll records to reflect all changes authorized by personnel documents
Review and work unique payroll actions, questions or situations
Conduct comprehensive pay transaction reviews
Conduct training and provide guidance to part-time physicians who enter into a MSLE and enter their own time and attendance on an electronic subsidiary record
Provide advice and guidance to VAMC employees, timekeepers, supervisors, and executive leadership
Review authorized documents and code appropriate data for input into integrated personnel and fiscal automated systems to properly update employee master records
Review all personnel actions in HR Smart related to; hiring appointments; separations; reassignments; promotions; pay adjustments; awards and other authorizing documents that affect pay and benefits of employees
Code regular hours worked, shift differentials, weekend premiums, overtime, holiday pay, irregular tours, on-call status
Complete retroactive actions
Examine personnel actions, pay changes and employee requests and make appropriate changes to master records
Reports/Audits 15%
Pull daily reports and regularly monitor reports generated in multiple systems; review reports to ensure consistency and ensure any errors found are resolved based on well established
Pull payroll reports to review and interpret errors
Communicate errors and resolutions with timekeepers, supervisors, HR and FSC depending on the required resolution action
Produce reports for service managers and leadership through various automated systems
Audit all employee type of pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or time-keeping errors; complete a thorough audit of all timekeepers; complete a final audit of all employees pay and leave balances when the employee separates
Work Schedule: Monday - Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Processing pay and leave actions by utilizing various automated pay systems; (2) Recording, reconciling, and balancing pay data by various categories for accounting, budget, production, or other management purposes; (3) Making retroactive adjustments and tracing errors which involve correction of pay and extensive research; (4) Applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; (5) Creating and maintaining reports related to employees' pay and leave; (6) and keeping abreast of a broad range of pay plans, different types of appointment and work schedules, and employment situations and conditions.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The Lead CPT performs sedentary work. There may be some walking, standing, bending, and lifting up to 25 pounds.
