Civilian Pay Technicians (CPT)s perform work in direct support of the Veterans Health Administration (VHA) Veterans Affairs Medical Center (VAMC), under the Finance Service. CPTs report directly to the Payroll Supervisor and work closely with: Human Resources (HR); VAMC union partner(s); accounting; budget; timekeepers; approving officials and employees on all matters relating to payroll.
Duties
Payroll 25%
Serve as facility technical payroll expert to VAMC staff and provide data, reports, guidance, and resolution to payroll issues across the VAMC.
Independently research, resolve and respond to routine and occasional non-routine verbal and written pay and leave inquiries from employees, supervisors, FSC, HR, VISN and VACO staff.
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc. for each separate pay plan involved and appropriate leave system impacted.
Interpret and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave w/o pay, advance sick leave and compensatory time.
Interpret impact of current, new and updated regulations and polices to ensure proper timekeeping and accurate pay
Independently apply payroll knowledge to timecard postings and payment for leave and premium pay entitlements.
Perform full range of payroll actions under multiple automated systems.
Resolve system discrepancies which may result in initiating the employee debt process or back pay.
Update employees' master payroll records to reflect all changes authorized by personnel documents.
Conduct comprehensive pay transaction reviews which include determinations such as allowances, recruitment and retention incentives, debt collections, etc.
Conduct training and provide guidance.
Customer Service 25%
Perform customer service through various means such as: email; phone; instant message; work orders; review of systems and documents for missing information; search of records and employee files; verification and maintenance of daily records of transactions in DCPS reports, payroll and HR automated systems.
Answer routine and occasional non-routine procedural questions.
Provide advice and guidance to VAMC employees, timekeepers, supervisors and executive leadership on rules, regulations and procedures related to pay, leave issues and timecard postings, including pay entitlement, overtime, differential and holiday, leave regulations, procedures and leave balances.
Obtain information, ensure it's provided to the correct agency and/or coded into correct system to ensure compliance and answer routine questions related to: unemployment offices; garnishment; child support; OWCP and bank discrepancies.
Assist in resolving issues with court orders, grievances, and/or public laws.
Processing and Coding 25%
Review authorized documents and code appropriate data for input into integrated personnel and fiscal automated systems to properly update employee master records.
Review all personnel actions in HR Smart related to; hiring appointments; separations; reassignments; promotions; pay adjustments; awards and other authorizing documents that affect pay and benefits of employees.
Complete retroactive actions.
Examine personnel actions, pay changes and employee requests and make appropriate changes to master records that serve as a basis for pay and leave computation and affect disbursement of pay.
Reports/Audits 15%
Run daily reports to ensure all facility employees' pay is correct to include, but not limited to: conversion of hours; missing time; invalid and retro-invalids' transactions; retro conversion of hours; new hire reporting; my-pay invalid reports; and donated leave.
Follow up with employees, timekeepers and supervisors to provide guidance and/or information on the identified error(s) and direction on how the payroll system will lead to an update of the master payroll record.
Communicate errors and resolutions with timekeepers, supervisors, HR and FSC depending on the required resolution action.
Produce reports for service managers and leadership through various automated systems.
Audit all employee type of pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or time-keeping errors.
Payroll Projects 10%
Bring regular and recurring payroll errors to the Payroll Supervisor's attention make recommendations to the Payroll Supervisor and/or Lead for improvement.
Review investigation processing actions and occasional complex and sensitive payroll issues.
Review, calculate and process DCPS master records and submit detailed spreadsheets for every employee impacted by the error; work toward reduction and elimination of similar problems in the future.
Prepare worksheets to reflect source of discrepancies.
Carry out special projects assigned and reviewed by the Payroll Supervisor.
Work Schedule: Monday - Friday, 7:30a-4:00p or 8:00a-4:30p

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of complex pay and leave laws, regulations, and procedures that cover a wide variety of different appointment authorities and pay schedules; recording, reconciling and balancing pay data by a large number of differing appropriations, allotments, or cost centers for accounting, budget, or other management purposes; regular and recurring application of pay and leave laws, rules, regulations and agency policy regarding entitlements to overtime, differential, hazardous duty, holiday and special rates, premium pay, allowances, etc., relating to pay covering Title 5, Title 38, Hybrid 38, and wage grade pay structures..

Physical Requirements: The CPT performs sedentary work. There may be some walking, standing, bending, and lifting up to 25 pounds.
