The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of Service Contract Evaluator, GS-1101-09. To serve as a senior services contract evaluator for a variety of routine and complex service contracts.
Duties
Performs COR and QAE duties for a variety of service contracts.
Develops documentation for renewal contracts and solicitation of new contracts, and assists the contracting officer/administrator during the award process.
Performs property administration duties for Government owned equipment/items associated with service contracts as appointed by 27 SOCES/CC and approved by 27 SOCONS/CC.
Advises facility managers in the application of appropriate problem solving methods and techniques pertaining to various service contracts.
Establishes and maintains program, project, and administrative materials/files, publications, and documentation.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
For GS 05:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes working with commercial business practices and market conditions that relate to grounds and facility operations support requirements to assist customers in developing service contracts, evaluate bids, determine contractor responsibilities, and evaluate contractor performance and working with the principles, concepts, and methodology of applied COR/QAE and functions, methods, regulations, practices, and precedents.

EDUCATION: Applicant has successfully completed four-year course of study leading to a bachelor's degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, they have completed some post-high school education and experience which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic principles of Service Contract Evaluator or related field.
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to learn basic techniques of a Service Contract Evaluator.
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Ability to plan and organize work, and consult effectively with co-workers.
For GS 07:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working with commercial business practices and market conditions that relate to grounds and facility operations support requirements to assist customers in developing service contracts, evaluate bids, determine contractor responsibilities, and evaluate contractor performance and working with the principles, concepts, and methodology of applied COR/QAE and functions, methods, regulations, practices, and precedents.

EDUCATION: Applicant has successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or claiming Superior Academic Achievement. - Basic knowledge of business administration management methods, principles, concepts, policies and regulations ability to evaluate contracted services, ensure financial requirements, and provide facility operations support.
- Ability to plan and execute quality assurance and contract officer representative rules, regulations, principles, methods, techniques, and practices to develop contract requirements, evaluate contractor performance, maintain documentation, and recommend program changes.
- Ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify shortfalls/changes required.
- Skill in conducting briefings, meetings, and interviews with supervisors, employees, management officials, and contractor personnel to obtain specific and unique information about organization missions, functions, and work procedures.
- Knowledge of standard agency computer programs, tools, and techniques in support of research, analysis, budgeting, and reporting to accomplish project assignments involving several interrelated tasks.
- Ability to communicate effectively, both orally, and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
