About the Position: Serves as a facilitator for the successful design management and execution of master planning projects and related programs.
Duties
Provides a wide variety of master planning advice for the most complex technical planning and design projects covering the full range of planning, urban design duties to resolve unique or novel problems, conditions, or issues.
Participates in Planning and Pre-Design conferences at installations attended by representatives of the design agency, and designer to ensure project specific requirements are understood and incorporated
Provide advanced technical expertise and integration of several varying complexities significantly affecting scheduling and coordination of the overall project causing intense attention locally and at higher levels of command.
Insures accuracy and quality of reports and contract documents necessary for master planning requirements to be met.
Plans, leads, facilitates, and integrates all required elements of projects to assure user requirements and expectations are met, schedules meet execution goals, quality and value are optimized, and costs are minimized.

Specialized Experience for GS-12: One year of specialized experience which includes development of technically complex and demanding master planning documents including peacetime and mobilization military installation and civil works master plans, programming documents, detailed site plans, and construction cost estimates. Interprets policy and implements guidance to ensure attainment of program goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
