You will serve as a SUPERVISORY GENERAL ENGINEER in the CVN Program Office (PMS 378) in the Program Executive Office for Aircraft Carriers (PEO Carriers) of PROGRAM EXECUTIVE OFFICE CARRIERS. You will be responsible for the acquisition and development of the aircraft carrier force encompassing design, development and acquisition of the future aircraft carriers, as well as maintenance, life-cycle support and modernization of the current carrier fleet.

Duties

You will be responsible to the Systems Integration PAPM for the application of technical program management techniques for the attributes of the FORD Class aircraft carriers. You will supervise project managers in developing, organizing, analyzing, executing and monitoring planned technical requirements - to include training, mentoring, and fostering a diverse work force. You will develop and execute long-range program plans and technical requirements for FORD Class Technical Issues along with SEA 05V. You will defend budget submissions to ASN (RD and A) and to Congress, justifying program requirements. You will assess technical, contractual and schedule risks and benefits of alternative approaches for achieving objectives as well as generate and execute plans to control risks and develops a contingency plan to ensure the reduction of risks. You will develop budget planning, and execution plans development process, communicating with other functional areas of the program such as ILS, Test and Evaluation and BFM codes. You will sustain a high-performing organization by promoting a total force readiness environment through continuous communication of performance expectations, accountability, and attention to personal development, mentoring, and succession planning. You will establish, evaluate, and maintain a method for determining, prioritizing, and tracking employee workload, schedules, and major assignments. You will ensure all performance planning, monitoring, rating, and rewarding tasks are accomplished as required in a manner that enhances and sustains productivity.   • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer managing projects (financial management, contracting, schedules, risk management) to support the acquisition, construction, or delivery of ships. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
