You will serve as a MATERIALS HANDLER in the ORDNANCE OPERATIONS DIVISION (342) of NMCLANT DET PATUXENT RIVER MD.

Duties

You will perform inspections to determine adequacy of operations and facilities and advise management on the safety of facilities, equipment and planned operations. You will successfully complete, obtain and maintain quality inspection certification per Department of the Navy Ammunition Sentencing guidance providing assurance required in making quality decisions and recommendations. You will perform visual examinations of ordnance materials for defects, including ammunition, explosives, chemical munitions, fuels, missiles, associated components, and various other hazardous or inert materials. You will secure/lash ordnance items using wires, ropes, chains, cables, plates and other hardware. You will construct, place sheaths, and install wooden blocks, wedges, bracing structures, bulkheads, deck boxes and other staying devices to ensure the safe transport of ordnance cargo. You will ensure that cargo is secured per military standard loading drawings and procedures and the vehicle is placarded with governing safety directives. You will receive/offload ordnance material from trucks, rail cars, vessels, MILVAN's and other conveyances.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a commercial driver's license (CDL) endorsement for hazardous materials for off base or over public highway movement/shipment, if needed and/or explosive hazardous
  • Incumbent must be able to pass physical examination for explosive operations every two years until age 60, annually thereafter.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Successful completion of DON Ammunition Sentencing training for Quality Inspection certification, explosive handling and safety training, and blocking and bracing training
  • Ability to obtain and maintain materials handling equipment (MHE) operator's license
  • Successful completion of automated information systems and inventory training
  • Must attend Electrical Explosives Safety for Naval Facilities course
  • If international travel is required the incumbent must be able to obtain and maintain a government issue passport.
  • You will be required to obtain and maintain an explosives hazardous materials diver's license to operate motor vehicles having a gross weight of more than 32,000 pounds.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Incumbent must successfully complete explosives safety courses as required by NAVSEA OP 5 Volume 1 and NMCCEDINST 8023.2 current series, including basics of Naval Explosives Hazard Control.

The Screen-out Element for this position is: Ability To Do The Work Of The Position Without More Than Normal Supervision, including: The most difficult and complex tasks including work involving ordnance material and operations as related to the receipt, issuing, storage, handling, segregation, renovation, preservation, and packing of such items; accurately maintaining inventories. The full range of tasks including work involving screening, identifying and determining the serviceability status of Fleet returned, unidentified or improperly marked explosive ordnance items through segregation. The common tasks including conducting inventories per established schedules and regulatory guidance.
